At the same time, aging grid infrastructure across the country still needs regular testing and recertification to stay compliant and reliable, and that baseline demand hasn't gone anywhere.
Compromising testing scope or quality to hit a schedule raises the risk of equipment failure, unplanned outages, and unsafe conditions on site. That makes cutting corners on staffing a genuinely risky option, not just an inconvenient one, which pushes companies to compete harder for a shrinking pool of qualified technicians rather than stretch the ones they already have.
The Numbers Behind the Gap
Broader labor market trends are compounding the problem. U.S. Bureau of Labor Statistics data shows the annual labor growth rate fell roughly 39% between 2000 and 2025 compared to the prior two decades, meaning fewer new workers are entering the labor force overall at the exact moment specialized trades like electrical testing need to expand. Layered on top of that is a retirement wave, with an entire generation of experienced technicians set to reach retirement age by 2030, taking decades of field experience with them.
The industry is responding. In March 2025, the U.S. Department of Labor formally approved a National Guideline for Apprenticeship Standards from the InterNational Electrical Testing Association (NETA), creating federal recognition for a new job classification: Electrical Testing Engineering Technician. Registered apprenticeship enrollment nationwide grew nearly 94% between 2015 and 2025, and NETA and its accredited companies are now building structured apprenticeship pathways specifically to grow the testing workforce faster than attrition can shrink it. It's a meaningful step, but apprenticeships take years to produce fully certified technicians, which means the shortage isn't closing anytime soon.

For NETA-accredited companies and the clients who depend on them, the practical impact shows up in three places: longer time to fill open technician roles, upward pressure on wages for certified staff, and scheduling risk on projects that require testing and commissioning before energization. Building a genuine apprenticeship or mentorship pipeline internally, rather than relying solely on hiring already-certified technicians away from competitors.
Partnering with a recruiter who understands the difference between a general electrician and a NETA Level 3 or 4 relay technician, since the two are not interchangeable and treating them as such wastes time on the wrong candidates.
Planning testing and commissioning staffing well ahead of energization dates, since qualified technicians increasingly need to be booked or hired months in advance.
Benchmarking compensation against data center and industrial clients, not just other testing firms, since that's who's actually competing for the same people right now.
