Senior Project / Business Development Manager | Heavy Civil Earthworks & CCR
Overview
InfraRec is hiring a Senior Project / Business Development Manager for a heavy civil earthworks contractor specializing in CCR (coal combustion residual) work. This role covers Ohio, Indiana, Kentucky, Illinois, and West Virginia and is responsible for managing projects ranging from $30 million to $70 million. The position combines project leadership with business development, building client relationships and identifying new work across the region.
Responsibilities
Manage project execution from preconstruction through closeout for CCR and heavy civil earthworks projects
Identify, pursue, and secure new business opportunities across the OH, IN, KY, IL, and WV markets
Build and maintain relationships with utility clients, engineers, and regulatory agencies
Oversee project budgets, schedules, and cost forecasts for projects up to $70 million
Lead proposal development, pricing, and contract negotiations for new work
Direct project staff including project managers, engineers, and field supervision
Ensure compliance with CCR regulations and environmental requirements
Review and approve change orders, submittals, and RFIs
Monitor project safety, quality, and adherence to contract requirements
Represent the company at industry events and client meetings
Qualifications
Bachelor's degree in Civil Engineering, Construction Management, or a related field
10+ years of experience in heavy civil construction, with CCR or environmental earthworks experience preferred
Proven track record in business development and client relationship management
Experience managing projects in the $30 million to $70 million range
Strong knowledge of earthwork operations, grading, and CCR regulatory requirements
Experience with construction scheduling and cost control software
Willingness to travel across the OH, IN, KY, IL, and WV region
Strong communication, negotiation, and leadership skills
PE license is a plus
Day-to-Day
Review project financials and update cost forecasts across active projects
Meet with clients and prospective clients to discuss current and upcoming work
Coordinate with project managers and superintendents on schedule and progress
Prepare and review proposals, bids, and contract terms
Review submittals, RFIs, and change orders
Monitor CCR compliance and environmental site conditions
Travel to project sites and client offices as needed
