Offshore in particular is where the pressure is sharpest. Demand for offshore-specific technician roles is up 92% as projects move further from shore into deeper water, requiring more specialised vessels, more complex logistics, and workers certified for harsher marine environments.
Why Offshore Roles Are Harder to Fill Than Onshore
Staffing an offshore wind project is a different discipline from staffing an onshore one. Offshore roles typically require Global Wind Organisation (GWO) safety certifications, survival training, and in many cases maritime credentials on top of technical qualifications — before a candidate even sets foot on a turbine. When a developer can't secure enough certified technicians for a commissioning window, or a specialised cable-laying crew isn't available for months, the project timeline slips regardless of how well the financing and permitting are lined up. Higher wages for offshore-specific roles are already showing up as developers compete to secure crews ahead of installation windows, and that wage pressure is a direct signal of how tight the market has become.

The organisations moving fastest on this problem are treating workforce planning as part of project development, not an afterthought once financial close is reached. That means building relationships with specialist offshore wind recruiters well before a project reaches its construction phase, engaging with government and industry training partnerships that are standing up new GWO certification capacity, and being realistic about lead times for hiring technicians, engineers, and marine crew with the right credentials.
Government and industry partnerships are playing a growing role here — several markets are actively co-funding training programmes designed to widen the pipeline of GWO-certified technicians and simplify cross-border workforce deployment, recognising that no single country's labour market can meet offshore wind's hiring needs alone.
The underlying trend is clear: offshore wind capacity additions are not slowing down, and the workforce gap will keep shaping which developers hit their commissioning dates and which ones don't.
